Inkomna frågor

Inlämning av anbudet

• Är e-postinfrastrukturen tillräcklig för att ta emot ett stort antal bidrag? Vi har tidigare upplevt problem där e-postservern har upptäckt en ovanlig mängd trafik (dvs. flera bidrag från sökande under de sista timmarna före deadline) och avvisat e-postmeddelanden eller dirigerat dem till skräpposten. Kommer de sökande att få en bekräftelse via e-post på att deras bidrag har mottagits?

Frågeställning

Förutsättningar för det parallella uppdagat

• Finns det i nuläget någon tanke kring bostäderna t.ex. upplåtelseform, storlek, antal? Eller är detta något som kommer att delges vid ev kvalificering till parallella uppdraget?
  • Underlag gällande förutsättningar och bedömningskriterier kopplat till bostadslösningarna kommer delges utvalda team vid startmötet.
    
     
• Detaljplanen omöjliggör att bygga 23 våningar i en träkonstruktion på 75.5 m nockhöjd. Finns det ett övervägande att anpassa detaljplanen så att en träkonstruktion möjliggörs under dessa förutsättningar?
  • Nockhöjden är satt med en marginal som ska möjliggöra en träkonstruktion. Detaljplanen är dock under samråd och det parallella uppdragets uppgift är bland annat att utreda vad som krävs för att skapa en hållbar konstruktion för ett 23 våningshus.

Team

Stöttande kompetenser

• De tre stöttande kompetenser som man kan redovisa i sitt team; skall de vara arkitekter? Kan de komma från annat företag än huvudsökande?
  • De stöttande kompetenserna behöver inte vara arkitekter och de kan komma från ett annat företag än de huvudsökande.

Kompletterande expertis

• Under ”avtal och försäkran” försäkrar man att ta in rätt expertis. Antar då att denna inte behöver redovisas i ansökan? Om man ändå vill redovisa kompetenser kan de ingå i beskrivningen av teamet även om man inte bilägger CV mm?
  • Ja, det går bra att redovisa i beskrivningen av teamet.

Val av huvudsökande

• Om man är ett mindre svenskt kontor som samarbetar med ett väletablerat utländskt kontor (med betydligt fler anställda). Spelar det nån roll vem man skriver som huvudsökande? 
• Om man är flera arkitektkontor som samarbetar. Ska man skriva alla namnen på första sidan inkl. anställda, adresser etc? 
• Eller måste man välja ett kontor som huvudsökande? Spelar det då nån roll vilket av de samarbetande kontoren som skrivs på första sidan t.ex. hur ni utvärderar de olika teamen?
  • Ni får föreslå den organisation som ni tycker är lämpligast både för det parallella uppdraget och eventuellt fortsatt uppdrag. Namn inkl. anställda, adresser etc på alla sökande kontor ska finnas på första sidan.

Samarbetsavtal

• Om mindre arkitektkontor samarbetar med större arkitektkontor (svenska eller utländska) ska ett samarbetsavtal bifogas som t.ex. intygar att parterna tar ansvar för varandras arbete? Bör det i så fall läggas till som en 15:e sida i intresseanmälan?
  • PEAB kommer att skriva kontrakt med en aktör för uppdraget och kommer i det skedet vilja se ett samarbetsavtal, inget avtal behöver läggas till intresseanmälan.

Referensprojekten

Definition av ”genomfört projekt”

• Kan ni definiera vad som avses med genomfört; Bygghandling, bygglov eller slut-besiktigat? 
• Referensprojekt bostadshus genomfört: menar ni byggt och inflyttat med genomfört eller färdig projekterat för Arkitektens del?
• Vi önskar ett förtydligande kring begreppet ”genomfört” på bostadsreferenserna: kan det ena vara under byggnation och det andra genomfört som i färdigprojekterat?
  • Med genomfört avses bygghandling

Nyckelpersons koppling till referensprojekten

• När det gäller referensprojekt, ska dessa vara kopplade till sökande firma/firmor eller ska de vara kopplade till sökande nyckelpersoner för att bevisa deras lämplighet i projektet? Mao, är det ok att använda andra firmors projekt som referensprojekt, där det kopplas till en nyckelperson som haft en roll i projektet under en tidigare anställning?
• Ska referensprojekten vara knutna till det anbudslämnande företaget eller kan det vara knutet till en nyckelperson (utfört i annan anställning)?
• Kan referensprojekten vara kopplade till någon av de tre ”stöttande kompetenserna” som kan ingå i teamet eller måste referensprojekten vara kopplade till nyckelpersonerna?
• Är det acceptabelt för en nyckelperson att presentera referensprojekt som denna lett under anställning på ett annat arkitektkontor, förutsatt att kontoret tydligt anges och personens roll uttryckligen beskrivs?
  • Referensprojektet ska vara knutet nyckelpersonen, det kan vara utfört hos en tidigare arbetsgivare under förutsättning att nyckelpersonen var ansvarig för projektet.
    
     

Definition av ”stadsbyggnadsprojekt”

• Kan ni definiera stadsbyggnadsprojekt?
• I inbjudan framgår att ett av referensprojekten skall vara ett relevant stadsbyggnadsprojekt. Vad avses med stadsbyggnadsprojekt? Kan en publik byggnad i centralt läge med stor påverkan på omgivande stadsmiljö räknas som ett stadsbyggnadsprojekt i sammanhanget?
• Relevant stadsbyggnadsprojekt: menar ni mer specifikt att det bör vara ett ”transformationsområde” eller tom ett fd industriområde? Eller är det upp till sökanden att beskriva relevansen?
  • Ett stadsbyggnadsprojekt är ett projekt som omfattar flera byggnader och stadsrum. Referensen ska visa att en eller båda nyckelpersoner är förtrodda med planprocessens tidiga skeden och ha stor vana att arbeta med sammanvägning av olika intressen och behov i en komplex stadsmiljö.

Bildrättigheter till anbudsmaterialet 

• Får sökande använda offentligt tillgängliga bilder och ritningar (som publicerats av det ursprungliga kontoret eller klienten) när de presenterar sådana referensprojekt?
  • Upp till anbudslämnaren att säkra att den får använda de bilder och ritningar som den inkluderar i anbudet.

Godkända referenspersoner

• Om en referensperson hos kunden inte är tillgänglig, är det acceptabelt att lista en referensperson från arkitektkontoret där projektet utfördes?

Innehåll intresseanmälan

• Är det Ok att CV bifogas på engelska?

  • Nej, det behöver översättas till svenska

     

  • Omfattas CV-sidorna av den maximala gränsen på 14 sidor för intresseanmälan, eller kan de läggas till utöver den gränsen?
    • CV-sidorna ingår i den maximala gränsen på 14 sidor för intresseanmälan. Se ”Innehåll i intresseanmälan” på sidan 7 i inbjudningsdokumentet.

Avtal och försäkran

Kreditvärdighet

• Om man är en nystartad firma (men med närmare 20 års erfarenhet i arkitektbranschen) som bildar team med en erfaren utländsk arkitektfirma, men där det kan vara svårt att erhålla en svensk kreditvärdering från någon av parterna. Är man diskvalificerad att medverka eller finns det andra sätt att bevisa sina kvalifikationer i detta avseende? Eller kan den utländska firman gå in som huvudsökande och bifoga någon typ av utländsk kreditvärdighet, medan den svenska firman uppvisar alla övriga kvalifikationer kopplat till arbete i Sverige, så som ansvarsförsäkring, F-skatt, moms, m.m.?

  • Någon form av utländsk kreditvärdighet går bra.

     

• Under ”Avtal och försäkran” står det att kreditvärdighet kommer att säkerställas vid avtalsskrivelse för det parallella uppdraget. Har ni några nivåer, t.ex. en lägsta credit rating, för kreditvärdighet som ansökande firma ska uppnå? 

  • Det kan vi inte svara på så specifikt, det kommer att göras en helhetsbedömning. Kompletterande uppgifter gällande omständigheter hos de utvalda aktörerna som de inte kan styra över kan spela in i den bedömningen.

     

• Ifall ansökande firma saknar möjlighet att visa kreditvärdighet, pga nystartat bolag, kan kravet ändå anses uppfyllt genom att ansökande bolag slutit ett samarbetsavtal med en annan firma vars kreditvärdighet anses uppnå beställares/tävlingens krav? Behöver ett sådan avtal uppvisas i samband med prekvalificering eller räcker det att det kan styrkas vid en ev. inbjudan till parallella uppdraget och avtalsskrivning?

   

• PEAB kommer att skriva kontrakt med en aktör uppdraget, det är denna aktörs kreditvärdighet som kommer att prövas. I detta skede kommer PEAB vilja se ett samarbetsavtal mellan de aktörer som tillsammans vunnit uppdraget, inget avtal behöver läggas till intresseanmälan.

Kollektivavtal

•  Om man är ett nystartat företag med endast ett fåtal anställda, är det tvunget att företaget ska ha ett kollektivavtal?
• Vårt företag har i nuläget inget tecknat kollektivavtal, men vi tillämpar motsvarande villkor vad gäller löner, försäkringar och arbetsmiljö enligt gällande svenska lagar och branschpraxis. Är det möjligt att ni accepterar detta som likvärdigt, eller finns det möjlighet att göra avsteg från kravet på kollektivavtal?
• Vi har inlett arbete med att teckna kollektivavtal med Sveriges Arkitekter, men det är inte klart ännu. Räcker det att vi kan garantera att vi har kollektivavtal när det parallella uppdraget startar? Anledningen till att kollektivavtalet inte är klart är att vi måste avsluta ett avtal med vår nuvarande pensionsförvaltare.
• Är det tillräckligt att sökande företag har kollektivavtal på plats när själva parallella uppdraget påbörjas, om man skulle bli uttagen. Eller måste det finnas på plats redan vid inlämnandet av ansökan? 
• Hur fast ligger kravet om att det sökande bolaget ska ha ett kollektivavtal? Mindre firmor med fåtal anställda har sällan ett kollektivavtal även om man följer Sveriges Arkitekters Arkitektavtal. Räcker det att intyga att man följer Sveriges Arkitekters Arkitektavtal för att uppnå kraven, även om ett officiellt kollektivavtal inte finns?
• Ifall flera mindre firmor samarbetar, kan kraven om kollektivavtal etc. gemensamt intygas/uppfyllas genom ett samarbetsavtal? T.ex. ifall endast ena bolaget (ej huvudsökande) har ett kollektivavtal. Bör ett samarbetsavtal bifogas i så fall?
  • Kollektivavtal kommer inte vara ett absolut krav. Kan anbudsgivaren visa att den uppfyller motsvarande villkor för sina anställda så kommer det att accepteras. 
  • För dem som är i process att teckna kollektivavtal räcker det att det finns till starten av det parallella uppdraget.

Alternativ till svenska intyg med mera

• Kan en egenföretagare som är lagligt registrerad i ett annat EU-land agera som ”huvudansökande företag”? Om så är fallet, vilken dokumentation krävs för att bekräfta denna status?
• För en egenföretagare utan anställda, hur ska kravet på att vara ”registrerad som arbetsgivare” och inneha ”F-skatt” tolkas? Är en försäkran om oberoende yrkesstatus tillräcklig?
• För sökande baserade utanför Sverige, är det acceptabelt att lämna en försäkran som bekräftar efterlevnad av arbetslagstiftningen i sökandens hemland som bevis på ”villkor som motsvarar kollektivavtal”?
• Är en yrkesansvarsförsäkring som tillhandahålls genom en annan nationell tillsynsmyndighet för arkitekter än Sveriges Arkitekter (i detta fall den portugisiska arkitektföreningen) acceptabel som uppfyllande av kravet på ansvarsförsäkring?
• Vårt företag är registrerat i Frankrike och Storbritannien. Måste vi vara registrerade för svensk skatt i detta skede av intresseanmälan, eller är det acceptabelt att genomföra den svenska skatteregistreringen i ett senare skede av tävlingen?
  • Anbudsgivaren behöver kunna genomföra projektet med svenska som huvudspråk och kommande avtal och uppdrag kommer att behöva följa svensk lagstiftning med mera. Det är upp till anbudslämnaren att beskriva hur de kommer att säkerställa detta.

Plats för intervjuerna

• Det står att angivna nyckelpersoner ska vara tillgängliga för möten på plats i Malmö under det parallella uppdraget. Det står dock inget om intervjuerna under prekvalificeringen. Kommer dessa utföras på plats i Malmö eller finns möjlighet att utföra via Teams? 
• Kommer intervjuerna den 9-10 ske på plats eller digitalt? 
  • Intervjuerna sker primärt på plats i Malmö, men kan vid behov genomföras på teams

Jury

• Det ska tillsättas två arkitekter i juryn. Finns det möjlighet att ange vilka dessa personer ska vara före inlämningen av anbud?
• Är det möjligt att få veta vilka personer som kommer att ingå i juryn?
  • Juryn kommer att presenteras på startmötet

Fortsatt uppdrag

• Vi är intresserade av att höra mer om hur du ser på den ekonomiska uppgörelsen med det vinnande laget efter tävlingen. Kommer det att vara ett fast pris eller timpris?
  • Budget med timpris för systemhandling och bygglovsskede samt troligen fastpris för bygghandling 

• I utlysningen står: "Om Varvsstaden i något skede vill byta arkitekt ska detta ske i samråd med Malmö stad." Betyder detta att Varvsstaden kan byta arkitekt utan anledning även efter en vunnen tävling? Det enda som det står är att detta ska ske i samråd med Malmö stad. Vilken sorts garanti finns det att stanna kvar i uppdraget i fall av en vinst?

• Målet och avsikten är att det team som vinner det parallella uppdraget är det team som kommer att arbeta vidare med projektet. Denna formulering signalerar att det dock kommer att vara en förhandling om detaljerna för det fortsatta uppdraget efter avslutat parallellt uppdrag. 

   

Ägande- nyttjande- och upphovsrätt 

• I utlysningen står följande ord: "Förslagsställare äger ej rätt att publicera eller på annat sätt offentliggöra sitt förslag utan skriftligt godkännande av arrangörerna." Finns det en möjlighet att få medgivandet mera generellt formulerat så att man kan publicera sitt förslag för egen marknadsföring?
• Denna formulering kommer att gälla under pre-kvalificeringen, mer information i frågan lyfts på startmötet för det parallella uppdraget.

Språk

• Vi undrar om bägge nyckelpersoner behöver vara svensk-språkiga, eller går det bra med en svenskspråkig och en engelskspråkig? 

  • Svenska kommer att vara huvudspråk under det parallella uppdraget, men engelska är ok som muntligt presentationsspråk och intervjun kan på begäran utföras på engelska

     

• Eftersom inbjudan är tillgänglig på engelska är det viktigt att veta om engelska även gäller som språk för intervjun?
• Det står att projektspråk, skriftligt och muntligt, är svenska både under prekvalificering och parallellt uppdrag. Samtidigt har det tagits fram programunderlag på engelska, vilket vi uppfattar som att ni även är öppna för utländska firmor att medverka. Hur ser ni på att ev. intervju under prekvalificeringen utförs på både svenska och engelska (vid behov) i det fall man arbetar med en utländsk aktör?

  • Intervjun kan på begäran utföras på engelska. 

     

• Är det korrekt uppfattat att alla muntliga presentationer skall ske på enbart svenska? 
  • Engelska är ok som muntligt presentationsspråk.

English version

The expression of interest is submitted by sending an email with a link to a file-sharing service to parallelltuppdrag@varvsstaden.se – the choice of service is up to the tenderer, but for example Wetransfer, Sprend, or Dropbox can be used.

Submission of the expression of interest

Q: Is the e-mail infrastructure sufficient to receive many submissions? We have previously experienced issues where the e-mail server detected an unusual amount of traffic (i.e., several submissions from applicants during the last hours before the deadline) and rejected e-mails or directed them to spam. Will applicants receive an e-mail confirmation that their submission has been received?

The expression of interest is submitted by sending an email with a link to a file-sharing service to parallelltuppdrag@varvsstaden.se – the choice of service is up to the tenderer, but for example Wetransfer, Sprend, or Dropbox can be used. A confirmation email will be sent when the expression of interest has been received.

The Brief

Conditions for the parallel assignment

Q: Is there currently any intention regarding the housing, e.g., tenure form, size, number? Or will this be communicated upon potential qualification to the parallel assignment?A: Information regarding conditions and assessment criteria related to the housing solutions will be communicated to the selected teams at the start meeting.

Q: The detailed development plan makes it impossible to construct 23 storeys in a timber structure with a ridge height of 75.5 m. Is there any consideration of adapting the detailed plan so that a timber structure is made possible under these conditions?

A: The ridge height is set with a margin that should allow a timber structure. However, the detailed development plan is currently under consultation, and one of the tasks of the parallel assignment is to investigate what is required to create a sustainable structure for a 23-storey building.

Team

Supporting competencies 

Q: The three supporting competencies that may be declared in the team: must they be architects? May they come from a company other than the main applicant?

A: The supporting competencies do not need to be architects, and they may come from another company than the main applicant.

Complementary expertise

Q: Under “agreement and declaration” one assures to bring in the right expertise. I assume this does not need to be declared in the application. If one still wants to declare competencies, may they be included in the description of the team even if no CVs etc. are attached?

A: Yes, it is fine to declare this in the team description.

Selection of main applicant

Q: If a smaller Swedish office collaborates with a well-established foreign office (with significantly more employees). Does it matter who is listed as the main applicant?
Q: If several architectural offices collaborate, should all names be listed on the first page including employees, addresses, etc.?
Q. Must one choose one office as the main applicant? Does it matter which of the collaborating offices is listed on the first page, e.g., regarding how you evaluate the different teams?

A: You may propose the organisation you find most suitable for both the parallel assignment and any potential continued assignment. Names including employees, addresses etc. of all applying offices must be listed on the first page.

Cooperation agreement 

Q: If smaller architectural offices collaborate with larger architectural offices (Swedish or foreign), should a cooperation agreement be attached confirming that the parties take responsibility for each other's work? Should this then be added as a 15th page in the expression of interest?

A: PEAB will sign a contract with one actor for the assignment, and at that stage will want to see a cooperation agreement between al the team members. No agreement needs to be added to the expression of interest.

Reference projects

Definition of “completed project”
Q: Can you define what is meant by completed; construction documents, building permit, or final inspection?
Q: Reference project housing completed: do you mean built and occupied by “completed”, or completed design work for the architect's part?
Q:We request clarification regarding the term “completed” for the residential references: may one be under construction and the other completed as in fully designed?

A: Completed refers to completed construction drawings.

Key person’s link to the reference projects
Q: Regarding reference projects, should these be linked to the applying firm(s) or linked to the applying key persons to prove their suitability for the project? In other words, is it acceptable to use other firms’ projects as reference projects if they are linked to a key person who had a role in the project during a previous employment?
Q: Must the reference projects be linked to the bidding company, or can they be linked to a key person (performed during another employment)?
Q: May the reference projects be linked to one of the three “supporting competencies” included in the team, or must the reference projects be linked to the key persons?
Q: Is it acceptable for a key individual to present reference projects that were led while employed at another architectural office, provided that the office is clearly credited and the individual’s role is explicitly described?

A: The reference project must be linked to the key person; it may have been carried out at a previous employer provided that the key person was responsible for the project.

Definition of “urban development project”
Q: Can you define an urban development project?
Q: The invitation states that one of the reference projects must be a relevant urban development project. What is meant by this? Can a public building in a central location with significant impact on the surrounding urban environment count as an urban development project in this context?
Q: Relevant urban development project: do you specifically mean that it should be a “transformation area” or even a former industrial area? Or is it up to the applicant to describe its relevance?

A: An urban development project is a project that comprises multiple buildings and urban spaces. The reference must show that one or both key persons are familiar with the early stages of the planning process and have extensive experience working with the balancing of various interests and needs in a complex urban environment.

Q: May applicants use publicly available images and drawings (as published by the originating office or client) when presenting such reference projects?

A: It is up to the tenderer to ensure they have the right to use the images and drawings included in the tender.

Approved referees
Q: If a client contact is not available, is it acceptable to list a reference person from the architectural office where the project was carried out?

A: No.

Content requirements for the expression of interest

Q: Is it OK for CVs to be attached in English?

A: No, they must be translated into Swedish.

Q: Do the CV pages fall within the maximum limit of 14 pages for the Expression of Interest, or can they be added beyond that limit?

A: The CV pages fall within the maximum limit of 14 pages. See “Contents of the Expression of Interest” on page 7 in the Invitation document

Agreement and declaration

Credit rating
Q: If one is a newly started company (but with nearly 20 years of experience in the architecture industry) forming a team with an experienced foreign architectural firm, but where it may be difficult to obtain a Swedish credit rating from either party—does this disqualify participation, or are there other ways to prove qualifications in this respect? Or can the foreign company be listed as the main applicant and provide some form of foreign credit report, while the Swedish company provides all other qualifications related to work in Sweden, such as liability insurance, F-tax, VAT, etc.?

A: Some form of foreign credit rating is acceptable.

Q: Under “Agreement and declaration” it states that creditworthiness will be verified when the agreement for the parallel assignment is written. Do you have any thresholds, e.g., a minimum credit rating, that the applicant must meet?

A: We cannot answer that specifically; an overall assessment will be made. Additional information regarding circumstances of the selected actors that they cannot influence may play a role in this assessment.

Q: If the applying firm is unable to show creditworthiness due to being newly founded, can the requirement still be considered fulfilled through a cooperation agreement with another firm whose creditworthiness meets the client’s/competition’s requirements? Does such an agreement need to be presented during prequalification, or is it enough that it can be demonstrated upon invitation to the parallel assignment and contract signing?

A: PEAB will sign a contract with one actor for the assignment; it is this actor’s creditworthiness that will be assessed. At this stage PEAB will want to see a cooperation agreement between the actors who together have won the assignment; no agreement needs to be added to the expression of interest.

Collective agreements
Q: If one is a newly founded company with only a few employees, is it mandatory for the company to have a collective agreement?
Q: Our company currently has no collective agreement, but we apply equivalent conditions regarding salaries, insurances, and work environment in accordance with applicable Swedish laws and industry practice. Is it possible that you accept this as equivalent, or is there an option to make exceptions to the requirement for a collective agreement?
Q: We have begun the process of signing a collective agreement with Sveriges Arkitekter, but it is not yet complete. Is it sufficient that we can guarantee that we will have a collective agreement when the parallel assignment starts? The reason the collective agreement is not yet finalized is that we need to terminate an agreement with our current pension provider.
Q: Is it sufficient that the applying company has a collective agreement in place when the parallel assignment begins, if selected? Or must it already be in place at the time of application submission?
Q: How firm is the requirement that the applying company must have a collective agreement? Smaller firms with few employees rarely have a collective agreement even if they comply with Sveriges Arkitekter’s Architect Agreement. Is it enough to certify that one follows Sveriges Arkitekter’s Architect Agreement to meet the requirements, even if no official collective agreement exists?
Q: If several smaller firms collaborate, may the requirements for collective agreements etc. be jointly certified/fulfilled through a cooperation agreement? For example, if only one company (not the main applicant) has a collective agreement. Should a cooperation agreement then be attached?

A: A collective agreement will not be an absolute requirement. If the tenderer can show that they fulfil equivalent conditions for their employees, this will be accepted.

A: For those in the process of signing a collective agreement, it is sufficient that it is in place at the start of the parallel assignment.

Alternatives to Swedish certificates etc.
Q: Can a self-employed architect legally registered in another EU country act as the “main applicant company”? If so, what documentation is required to confirm this status?
Q: For a self-employed architect without employees, how should the requirement of being “registered as an employer” and holding “F-tax” be interpreted? Is a declaration of independent professional status sufficient?
Q: For applicants based outside Sweden, is it acceptable to provide a declaration confirming compliance with the labour legislation of the applicant’s home country as proof of “conditions equivalent to a collective agreement”?
Q: Is a Professional Liability Insurance provided through the national regulatory body of architects (in this case, the Portuguese Association of Architects) acceptable as fulfilling the liability insurance requirement?
Q: Our company is registered in France and the UK. Do we need to be registered for Swedish tax at the Expression of Interest stage, or is it acceptable to complete the Swedish tax registration at a later stage of the competition?

A: The interviews will primarily take place on site in Malmö, but may be conducted via Teams if needed.

Jury

Q: Two architects will be appointed to the jury. Is it possible to state who these individuals will be before the submission of the tender?
Q: Is it possible to know which individuals will be part of the jury?

A: The jury will be presented at the start meeting.

Continued assignment

Q: We are interested in hearing more about how you view the financial arrangement with the winning team after the competition. Will it be a fixed price or hourly rate?

A: Budget with hourly rates for the system design and building permit stages and probably fixed price for the construction document stage.

Q: The invitation states: “If Varvsstaden at any stage wishes to change architect, this shall be done in consultation with the City of Malmö.” Does this mean that Varvsstaden can change architect without reason even after a competition win? The only thing stated is that this shall be done in consultation with the City of Malmö. What kind of guarantee is there to remain in the assignment in the event of a win?

A: The goal and intention is that the team that wins the parallel assignment is the team that will continue to work on the project. This wording signals that, however, there will be a negotiation about the details of the continued assignment after the parallel assignment has concluded.

Ownership, Use, and Copyright 

Q: In invitation, the following appear: “Proposers do not have the right to publish or otherwise make public their proposal without written approval from the organizers.” Is it possible to have the consent formulated more generally so that one can publish their proposal for their own marketing?

A: This wording will apply during the pre-qualification; more information on the matter will be raised at the start meeting for the parallel assignment.

Language

Q: We wonder whether both key persons need to be Swedish-speaking, or if one Swedish speaker and one English speaker is acceptable?

A: Swedish will be the main language during the parallel assignment, but English is acceptable as an oral presentation language and the interview may be conducted in English upon request.

Q: Since your invitation is available in English, it is important to know, whether English applies also as language for the interview?
Q:  It states that the project language, written and spoken, is Swedish both during prequalification and the parallel assignment. At the same time, programme materials have been produced in English, which we interpret as meaning that you are open to foreign firms participating. How do you view interviews during prequalification being conducted in both Swedish and English (if needed) in cases where one works with a foreign actor?

A: The interview may, upon request, be conducted in English.

Q: Is it correct that all oral presentations must be conducted only in Swedish?

A: English is acceptable as an oral presentation language.
